Owen Fuller

Owen Fuller was first registered as an IHSA official in Track and Field and Cross Country in 1983, and became Certified in 1988. Since becoming an official, he has worked many Sectional Track and Field Meets as both Starter and Referee, as well as Regional and Sectional Cross Country Meets.

From 1988 through 1995, Owen served as the Head Long Jump Judge at the Girl's State Track and Field Meet. He has also worked for more than twenty years in the clerk's tent for both the Boy's and Girl's State Meets. Owen was appointed Head Clerk of the Course for the Boy's State Meet in 2005, and for the Girl's State Meet in 2007. In 2011, he was the Meet Referee for the Boy's State Meet. In 2012, Owen was named both the Boys Track and Field Official of the Year, and the Honorary Referee for the Girl's State Track and field Meet. 

For over twenty-five years, Owen has officiated many major Cross Country invitational meets, especially those held at Detweiller Park in Peoria, and also served as the Clerk of the Course for both the IESA and IHSA State Meets. Since 2007 he has served as the Coordinator of Officials for both State Meets. Owen started the IHSA State Meet in 1998, and was the Meet Referee in 1999 and 2000. He was named the Cross Country Official of the Year in 2001, and was Honorary Referee at the State Cross Country Meet in 2005,

Owen is a Past-President of the Illinois Track and Cross Country Officials Association, having served as President in 2008 and 2009. During his term, he helped develop the revised constitution and by-laws for the ITCCOA, as well as the Mentoring and Observers programs.

Owen also serves as a Rules Interpreter and Certified Clinician in the sports of Track and Field and Cross Country. Over the years, he has had the opportunity to work with many other fine officials at Track and Field and Cross Country meets.

Owen retired in 2007 after thirty-five years as high school chemistry teacher, and now resides in Marseilles with his wife JoEllen. The two of them enjoy working in the ceramics shop, travelling, and spending time with their four grandchildren, two dogs and four cats.
